Where does the question mark start? From the dot moving up and into the curl? Or from the inside curl moving outward and down into the dot?

? In the first grade I learned that the question mark starts from the inside curl at the top and the period is the last character. The exclamation point starts at the top as well as a vertical line and also ends with a period !
