definition:
Interjection. (used to express surprise or confusion. a combination between "whoa" and "what").

example:
as in, "Whoat! You must be kidding!"

Whoat! Someone in 2004 already defined this word on urbandictionary.com :

Ok, this one is much more usable than the rock-n-cherry-rocky-road.
Actually, I think I may accidentally use this at times. I'm pretty sure I've seen you use it in IMs and such.

Whoat!? Someone ANONYMOUS doesn't have the courage to post his/her identity!?

Did you know that the !? symbol used to be on typewriter keyboards and that the name of the linked exclamation point and question mark [also called the interrogative point] is the Interrobang!?

Unfortunately it is considered a nonstandard punctuation mark which is really too bad.

As a salute to this non-standard punctuation mark, I just bought a pair of custom-made cufflinks made with actual typewriter keys of the interrobang key!

I use the interrobang often, but I didn't know it had a name until now.

Apparently the invention of the interrobang is creditted to a Martin K. Speckter - doesn't that just sound like the name of a supervillian!?

Whoat‽ Interroband was invented in 1962. I didn't think we were allowed to invent new characters.

From the lovely wikipedia:
American Martin K. Speckter invented the interrobang in 1962. As the head of an advertising agency, Speckter believed that advertisements would look better if copywriters conveyed surprised rhetorical questions using a single mark. He proposed the concept of a single punctuation mark in an article in the magazine TYPEtalks. Speckter solicited possible names for the new character from readers. Contenders included rhet, exclarotive, and exclamaquest, but he settled on interrobang. He chose the name to reference the punctuation marks that inspired it: interrogatio is Latin for "a rhetorical question" or "cross-examination";[2] bang is printers' slang for the exclamation point.

Can you imagine copywriters adopting that lingo?

Copywriter 1: "Dude, that sentence totally needs a bang."
Copywriter 2: "No way, you bang too often.
Copywriter 1: "I like to bang."

My improv troupe named ourselves Exclamaquest!? After this fact. We do pretty explosive and "wtf?" kinda comedy, pretty much sums up the punctuation mark.
