When there’s a big cluster of candidate signs, I wonder if the sign placer person is considering where to put their sign within the context of all the other signs. “Oh, I don’t want my sign to be to THAT person’s sign.” Or perhaps just the opposite. “Oh, THAT person’s sign is there. WELL! I’m just gonna HAVE to put mine right next to it.”
