Does anyone know of a program that can make sitemaps?

I want to take some plain text like this:

And import the plain text into a program to create a sitemap something like this:

Here’s what i’ve tried so far:
√Ø Powerpoint: It doesn’t import plain text.
ï OmniGraffle: It requires you use OmniOutliner to convert the text first. ugh.
√Ø Dreamweaver: Doesn’t import plain text for site map (you have to create a file for each item first).
ï GoLive: Same as Dreamweaver.

The operating systems I can use are either Mac OS X or Windows 2000. I’ve searched versiontracker.com and download.com. On these two sites I’ve used the search terms: site map organization chart flow chart But no programs come up that can just import tab-limited text into a site map.
I should also say that there are many site map creation programs out there that will index your existing website and create a sitemap. I don’t care about that. I’m responsible at work for creating sitemaps even before the website exists, hence the need to import tab-delimited text to easily and quickly create a site map.
Micosoft Visio sounds interesting. However Visio Standard costs $199 and Visio Professional costs $XXX. Ok, “buy Visio Standard” you say. “What you want to do is really simple. You don’t need to make fancy technical diagrams.” Nope. On their comparis on page, it says that Visio Standard does not make web site maps. What kinda crap is that?! So i would have to go with the $499 Professional. Like that’s gonna happen. We need three copies of the program here.
hi spud, I am looking for the same thing… if i find anything I will let you know…
