To enhance the 3D effect of the James Earle Fraser’sculpture relief, the base of the tower extends out. The tower could have simply been a flat wall, but the multiple levels of the protruding wall makes the sculpture seem like it’s making a concerned effort to pop out the wall. The end result is much like an exploded jack-in-the-box with a figure hanging off an accordion-like structure.
I also like to imagine that the Michigan Avenue tower is like a flat box and then it becomes a Transformer and shifts its shape to protrude out. +transformer sound+

It IS in that pseudo relief but more than a relief kinda relief.
